Executive Director: David Loomis

David Loomis is an Associate Professor of Economics at Illinois State University where he teaches in the Master’s Degree program in electricity, natural gas and telecommunications economics. Dr. Loomis is Director of the Center for Renewable Energy and Executive Director of the Institute for Regulatory Policy Studies. As part of his duties, he leads the Illinois Wind Working Group under the U.S. Department of Energy. Dr. Loomis is part of a team of faculty that has designed a new undergraduate curriculum in renewable energy at Illinois State University. Dr. Loomis earned his PhD in economics at Temple University. Prior to joining the faculty at Illinois State University, Dr. Loomis worked at Bell Atlantic (Verizon) for 11 years. He has published articles in the Review of Industrial Organization, Utilities Policy, Information Economics and Policy, International Journal of Forecasting, International Journal of Business Research, Business Economics and the Journal of Economics Education. Director of Outreach: Lon Carlson

Dr. Lon Carlson started as the Director of Outreach with the Institute in July, 2005. Dr. Carlson is an Associate Professor and the Undergraduate Program Director in the Department of Economics at Illi-nois State University. He received his Ph.D. in economics from the University of Illinois at Urbana-Champaign with emphasis on environmental and natural resource economics, and economic analysis of law. Prof. Carlson has coauthored articles that have appeared in several outlets, including the Journal of Economic Education, the Natural Resources Journal, the Boston College Environmental Affairs Law Review, and the Journal of Applied Economics Letters. Dr. Carlson also has been a coinvestigator on a number of major funded research projects, including a study of hazardous waste regulations and policy options for solid waste management conducted for the Illinois Department of Energy and Natural Resources, and research for the Northern Illinois Alliance to Support Least-Cost Utility Planning. In addition to his current position in the Department of Economics at Illinois State University, Dr. Carlson has held positions with the Institute for Regulatory Policy Studies (and its predecessor Center for Regulatory Studies), Argonne National Laboratory (ANL), and the U.S. General Accounting Office, and has worked as a consultant for a number government agencies. Organization

The Institute for Regulatory Policy Studies seeks to be the premier institution for research and education in regulatory economics and public policy in the State of Illinois and seeks to have a national reputation for excellence in Midwestern regulatory issues. We will accomplish this by having the best Master’s Program in Electricity, Natural Gas and Telecommunications Economics, by performing statewide workshops to educate external stakeholders, by publishing a research white paper series, and by publishing articles and books in peer-reviewed outlets.

The Institute is a housed within the Department of Economics in the College of Arts and Sciences at Illinois State University. The organizational structure consists of an Executive Director, a Director of Outreach, a Director of Research, a Board of Advisors, and several advisory committees. History

The Institute for Regulatory Policy Studies, which was created in 1997, serves the electricity, natural gas and telecommunications industries and the regulatory community. The Institute's agenda includes education, communication and research on policy issues of interest to consumers, regulators, and utilities in Illinois and throughout the nation.

The Institute, which is housed in the Department of Economics at Illinois State University is supported by Illinois State and member organizations through annual contributions. The regular member organizations that provide financial support to the Institute include Alliance Pipeline, Ameren, AT&T, Commonwealth Edison, Constellation New Energy, Integrysgroup, ITC Holdings Corp., MidWest Generation, EME LLP, Midwest ISO, Nicor Inc., PJM. Representatives from each of these companies serve on a Board of Advisors, the Conference Subcommittee, and the Curriculum Subcommittee.
